UK & United States Announce Partnership On Science of AI Safety

The UK and US have signed a Memorandum of Understanding which will see them work together to develop tests for the most advanced AI models.

In a groundbreaking move marking a significant step forward in the governance of artificial intelligence (AI), the U.S. and U.K. governments have entered into a landmark agreement focusing on AI safety. Signed by U.K. Science Minister Michelle Donelan and U.S. Commerce Secretary Gina Raimondo in Washington, this deal is the world’s first formal bilateral cooperation aimed at addressing the challenges and risks posed by emerging AI technologies. It encompasses a broad spectrum of initiatives, from pooling technical knowledge and talent to assessing the existential threats AI poses, such as its potential role in cyber attacks or the creation of bioweapons.

Under this agreement, the U.K.'s newly established AI Safety Institute (AISI) and its American counterpart, which is still in the planning stages, will engage in a rigorous exchange of expertise. This will include secondments of researchers and joint efforts to independently evaluate AI models developed by leading tech firms such as OpenAI and Google. Drawing inspiration from the long-standing intelligence and security collaboration between the U.K.’s Government Communications Headquarters (GCHQ) and the U.S. National Security Agency, this partnership aims to lead the way in AI safety, underlining the critical role of the U.S.'s involvement given its domicile to many leading AI innovators.

The timing of this collaboration is crucial, with both nations recognizing the urgent need to act swiftly as next-generation AI models loom on the horizon, promising unprecedented capabilities yet unknown risks. This initiative not only aims to enhance understanding and evaluation of AI systems but also to establish more stringent guidelines and guardrails without immediately resorting to heavy regulation, which both governments fear could stifle innovation in a rapidly evolving field. This stance places the U.K. in particular contrast with regions like the EU, which has enacted the AI Act, and the U.S., where President Joe Biden has issued executive orders targeting AI models that threaten national security.

Central to this partnership is a mutual commitment to confronting the multifaceted risks AI presents, from national security concerns to societal impacts, head-on rather than shying away from them. By leveraging their collective resources and expertise, the U.K. and U.S. aim to accelerate the work of their respective AI safety institutes. This includes conducting robust evaluations of AI systems, issuing rigorous guidance, and exploring critical areas such as AI's influence on democratic processes. The collaboration between these two nations signifies a pivotal moment in the global effort to ensure that AI development proceeds safely and ethically, guided by a shared vision for the technology's positive impact on society.
